Before you start sending Broadcast to customers connected to the FB Messenger, you need to set the Opt-in message.
When you send bulk messages to customers via FB Messenger, it is not regarded as a nominal message but a "Marketing message" in the Facebook definition.

An opt-in is when your customers give permission to receive messages over FB Messenger from your business.
Opt-ins must be collected before you message a customer using FB Messenger. Which means, in every case, the customer has to be the one to initiate a FB Messenger conversation with a brand. The business is responsible for storing opt-ins (aka customer consent to receive messages from your brand).
You can select either sending the Opt-in message or not.
If you select "Enabled", the Opt-in message will be sent just after receiving the first message from customers.
If you select "Disabled", the Opt-in message will never be sent to the customers. Which means you cannot send promotional messages to the customers.
Input the Title, Image (optional), and the call-to-action message.
You can customize the Opt-in request message template as you wish.
This is the promotional message you can send in bulk from the [Broadcast] tab.
You can set the schedule when to send the message
You can narrow down the recipient by using tags attached to the customer
You can send either just text or a template card (image + clickable button)
You can send a promotional message to the same customer once every 24h
After sending the broadcast, you can check
number of delivered messages
number of opened messages
open rate
number of reacted messages
reaction rate etc...
